A total 161 synchro judges and coaches representing 55 nations attended the three-day event. One of the seminar's main objectives was to review and explain the new rules in synchronised swimming to the synchro judges and coaches. An examination for A Judges also took part at the end of the seminar.

In his opening speech, FINA President Dr. Julio C. Maglione said: "This seminar is very important and useful to discuss the new rules approved this summer in the Technical Congress in Barcelona, but is also essential to establish the strategy for the future development of this discipline."
